What is the CSQ (Construction Skills Queensland) Higher Qualification Building Program & Short Courses Building Funded Program?

Who are Construction Skills Queensland? Construction Skills Queensland is an independent, not-for-profit, industry-funded body supporting employers, workers, apprentices, trainees and career seekers in the building and construction industry. CSQ-funded training is delivered by a range of selected registered training organisations (RTOs) across Queensland.

Volt Edge are pleased to advise that we are one of the registered training providers that have been selected in the 2025-2026 funding round to offer the following program:

UEE42622 Certificate IV in Hazardous Areas – Electrical

Delivered over 5 days face to face plus 5 units completed online self-paced

Students are expected to meet the eligibility requirements as per the application form (attached as reference only – do not email as you will be required to apply through our LMS System)

CSQ contributes towards the cost of the course thereby reducing the cost to participants and CSQ funding is paid directly to the contracted RTO, generally between 75% and 100% of course costs.

Payment is required prior to the course commencing – once enrolled an invoice will be automatically generated and sent to your requested email.

Courses commence from 1 August 2025 and students are required to complete the full qualification by 31 July 2027 or within 12 months of commencing the course (whichever is sooner).

Are you Eligible to Participate?

Program is open to Eligible Queensland Building and Construction workers, who are no longer at school and are an Australian or New Zealand citizen, or Australian permanent resident (including humanitarian entrants), or a temporary resident with

To be eligible, a participant must:

  • have the right to work in Australia and
  • be an eligible worker or
  • unemployed eligible worker in the Queensland Building and Construction Industry and
  • must meet all program eligibility requirements

An eligible worker is someone who is an employee or Self-employed worker, who can demonstrate primary and substantial direct involvement in the:

  • Queensland Building and Construction Industry doing:
    • construction, significant renovations and extensions of, residential and commercial buildings
    • installation services for interiors of residential and commercial buildings in associated trades; electrical, plumbing, flooring etc.
    • works on a major infrastructure project
  • the Queensland Civil Construction industry doing:
    • land development and site preparation for the purpose of construction
    • works for civil infrastructure
    • works on a major infrastructure project

Queensland Government (DTET) Funded Training

Our nationally recognised qualifications are supported by funding from the Queensland Government through the Department of Trade, Employment and Training (DTET). These programs are designed to help individuals gain skills, enter the workforce, advance their careers, and support industry productivity and innovation.

Depending on your circumstances, you may be eligible for subsidised training under one of the following funding pathways.

Career Start

The Career Start program supports eligible individuals to gain their first post-school qualification, helping them build foundational skills for employment or further training.

Eligibility (summary)

You may be eligible if you:

  • Are a Queensland resident
  • Are aged 15 years or over
  • Are no longer at school
  • Are an Australian or New Zealand citizen, permanent resident, or eligible visa holder
  • Have not previously completed a Certificate III or higher qualification

Career Start is ideal for those beginning their career or re-entering the workforce.

Apprenticeship Funding (Under 25)

This funding supports eligible apprentices under the age of 25 undertaking a recognised apprenticeship or traineeship.

Eligibility (summary)

You must:

  • Be under 25 years of age at the time of commencement
  • Be employed as an apprentice or trainee
  • Be registered with the appropriate State Training Authority
  • Meet residency and citizenship requirements

This pathway supports both new entrants and those progressing within their trade.

What is the Career Boost Program?

Our UEE40420 Certificate IV in Electrical – Instrumentation course is funded by the Queensland Government under the Career Boost program which aims to take a person’s career to the next level, enabling them to grow and apply their skills to existing or new job roles and to support productivity growth and workplace innovation. The program delivers training to help individuals develop the higher-level skills needed to secure employment, advance their careers, or progress to further education and training to undertake university or tertiary qualifications.

Are you Eligible to Participate?

This program is open to any Queensland resident aged 15 years or over, who is no longer at school and is an Australian or New Zealand citizen, or Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency. Prospective students must not be enrolled in another qualification whilst enrolled for this program. To be noted is that students are eligible for one subsidised training place in either Certificate IV, Diploma or Advanced Diploma qualifications under the general training pathway.

Continuing Student Funding

Continuing Student funding applies to learners who have previously commenced a qualification under a Queensland Government subsidised program and are returning to complete their studies.

Eligibility (summary)

You may be eligible if:

  • You commenced your qualification under a subsidised funding arrangement
  • You remain eligible under DTET funding rules
  • You are returning to complete units within the approved timeframe

This ensures students can finish their qualification without disruption.

Student Fees and Co-Contribution Information (Effective from 1 July 2025)

Volt Edge is a Skills Assure Supplier (SAS) and complies with the Queensland Government Skills Assure Supplier Policy. This page explains how co-contribution fees work and what you may be required to pay when undertaking training with us.

What is a Co-Contribution Fee?

A co-contribution fee is the total amount a student may be required to contribute toward the cost of their training.
This fee includes all mandatory costs such as:

  • Tuition and assessment
  • Learning materials and resources
  • Enrolment or administration charges (e.g. ID cards)
  • Mandatory checks (e.g. criminal history checks where required)
  • There are no hidden fees.

How Fees Are Charged

  • You will never be required to pay more than 30% of your total co-contribution fee upfront.
  • Fees are charged and reported per unit of competency.
  • Fees are paid progressively as training is delivered.

Fees may be paid by:

  • The student
  • An employer
  • A third party (not related to Volt Edge)

Volt Edge cannot pay, waive, refund, or provide incentives related to co-contribution fees unless formally approved by the Queensland Government.

Concessional Status

You may be eligible for reduced or fee-free training if you meet concessional criteria, including if you:

  • Hold (or are dependent on someone who holds) a Health Care, Pensioner or Veteran Concession Card
  • Identify as Aboriginal or Torres Strait Islander
  • Have a disability
  • Are an adult prisoner

Evidence must be provided at enrolment.

Fee-Free Training

You will not be charged a co-contribution fee if you are enrolled in:

  • Skilling Queenslanders for Work (SQW) programs
  • Foundation Skills training
  • School-based apprenticeships or traineeships
  • Free Apprenticeships for Under 25s
  • Other Queensland Government-announced fee-free initiatives

Apprenticeships and Traineeships

Co-contribution fees are set by the Queensland Government at $1.60 per nominal hour per unit.

Reduced (40%) or full fee exemptions apply for eligible apprentices and trainees.

No fees apply to eligible participants under Free Apprenticeships for Under 25s.

Any additional employer charges must be agreed and documented before training commences.

When Fees Cannot Be Charged

No fees are charged for:

  • Credit transfers
  • Approved transitional gap training
  • Students or cohorts formally exempt under Queensland Government policy
  • Financial Hardship

If paying a fee would cause extreme financial hardship, Volt Edge may waive the fee.
A fee-waiver and appeals process is available at enrolment.

KEYSTONE TASMANIA – KEYSTONE TRAINING REBATE!

WHAT IS kEYSTONE TRAINING REBATE?

Keystone Tasmania, which is the trading name of the Tasmanian Building and Construction Industry Training Board, is established by the Building and Construction Industry Training Fund Act 1990. Keystone funds specified categories of training for eligible Tasmanian building and construction industry businesses.

Keep in mind that individuals residing outside Tasmania are not eligible for rebates.

Jetco Funding

If you are a member of CIRT (Contracting Industry Redundancy Trust) and you/your employer contribute to the JETCO levy, you are entitled to a scale of subsidies for approved industry based training. CIRT Members are eligible for a certain amount of JETCO funding per financial year to assist with training costs across the following courses in which are taught by Volt Edge:

  • Hazardous Areas (EEHA)
  • Hazardous Areas Refresher (EEHA Refresher)
  • High Voltage Switching Operations
  • Certificate IV in Electrical – Instrumentation

CIRT applies on major building projects on which a site allowance is applicable (E.g.
